You can buy the canister type and set it in the basement in the middle of the room on a shelf for approx. 2 days, or you can buy the active monitor hang it in the middle of the room and it gives you an initial reading in 2 days. I have found this reading to be fairly accurate, the levels may vary during seasons but not by much. Just don't put it right next to an exterior wall, it should be in the middle of the room in free air. From the first picture they may have drilled weeping holes in the wall for water to go down to the drain. If not, then I would do that. Remove the broken concrete and redo the drain with the correct sock. When pouring new concrete have the old edge wire brushed clean and paint a bunch of the bonding agent on the old edge to help the new concrete bond, and if your wall weeping holes are below where the concrete is poured you should be able to fill the concrete all the way to the wall. A lot of work, but worth it if your going to finish the basement. Probably get some friends to come help lift the old concrete out of the basement, and to help mix and pour the new stuff.
